Payrolling of Benefits Trials |
As you may be aware PAS Ltd has been consulting with HMRC and other stakeholders on the subject of payrolling benefits. The next phase of consultation is well under way now and we are working in partnership with the IPP to assist in the next stage. We are currently seeking volunteers to run a trial of payrolling of benefits. PAS Ltd have considerable experience of payrolling benefits in the Republic of Ireland.
What would this involve?
You will be provided with access to our new hosted Benefits Organiser software in December 2009. Then from January to June 2010 you will enter monthly benefit details into the system as if you were payrolling. The resulting monthly notional pay feeds (relating to provided benefits) would not necessarily be loaded into your payroll, however we would like to establish a connection with your current payroll software provider to develop a fully integrated solution.
The reason for this trial is to ascertain what payroll processes would be needed for employers to payroll benefits should HMRC decide to implement payrolling and abolish the P11D as we know it. We would like to hear from clients who are keen to try out this facility and help PAS Ltd & the IPP contribute to workable procedures in conjunction with HMRC should payrolling come to fruition. We are interested to hear from small, medium and large employers.
What if you are already payrolling benefits?
Companies that are currently payrolling benefits may also be interested in joining the trial. Most employers who currently payroll tend to only payroll simple benefits such as medical benefits. Under the new proposals employers will not be allowed to partially payroll benefits. The trial will seek to assess how easy it is to extend payrolling across all provided benefits including perceived complex areas such as beneficial loans and company cars.
Please note that for the coming 2009/2010 year end, HMRC have removed the concession not to report payrolled benefits on the form P11D. This means that your 2009/2010 P11D returns will have to be prepared to show all benefits including those that have been payrolled. The P11D Organiser is currently able to deal with the reporting of payrolled benefits.
